Xavier Codina García-Andrade es Colaborador Honorífico en el Departamento de Derecho Administrativo de la Universidad Complutense de Madrid y doctorando en la misma Universidad, bajo la dirección del Catedrático de Derecho Administrativo Julio González García. En la actualidad se encuentra completando su tesis doctoral sobre la modificación de los contratos públicos en el “Public Procurement Research Group” de la Universidad de Nottingham (Reino Unido). Asimismo, es colaborador en el área de Derecho Administrativo en Bufete Codina y Asociados. Recientemente ha publicado la monografía “Los intereses de demora y la Administración” (ed. Tirant lo Blanch, 2013) y ha sido ponente en el taller Whither Europe? European Integration in Transformation organizado por The Europaeum (Oxford University) en la Jagiellonian University de Cracovia (Polonia), con la ponencia “Public Contracts, Crisis and European (dis)integration”. Es miembro académico del Procurement Law Academic Network (PLAN).
